There are some neighborhoods in the City of Harrisonburg and Rockingham County where it seems like homes NEVER come on the market.
They are often GREAT neighborhoods for reasons related to the fact that there is very little turnover... homeowners stay in their homes for a long time, and wonderful relationships are built between neighbors over many years of living next door or down the street.
So, if you decide you're interested in buying a home in THAT neighborhood.. where it seems like homes NEVER sell... you will likely have to decide how patient you are willing to be to get into that neighborhood.
It may very well be worth the wait, but it might mean staying in your current home longer than you'd like (if you're local) or renting for longer than you'd like (if you're moving into the area).
