If we take NoVa (2.9M), Virginia Beach (1.7M) and Richmond (1.3M) out of the mix, we're left with the eight MSA's listed above.  You'll note that Harrisonburg / Rockingham County have an estimated population of 134K, compared to Staunton (next smaller at 121K) and Blacksburg (next larger at 183K).
